Amnesty International Indonesia, part of the global human rights campaign organization Amnesty International, has revealed that the Indonesian National Police (Polri) had acquired Israel-made spyware via a Singaporean brokerage firm.
Nurina Savitri, Media and Campaign Manager at Amnesty International Indonesia, said while addressing a public discussion on Revision of the National Police Law on July 22, 2024 that her organization found in June 2024 that Polri made the purchase through a Singaporean broker, identified as “Ataka”.
Nurina said further that there were transactions made by during the period of 2017-2023 by the National Police and the National Cyber and Encryption Agency (BSSN) on invasive spyware and cyber surveillance technology from Greece, Singapore, Malaysia and Israel.
According to her, Singapore is listed as a country that has a history of supplying spyware to state institutions in Indonesia.
“So, these two institutions, BSSN and Polri, bought them through brokers,” Nurina said.
According to Amnesty International Indonesia’s findings, the Indonesian government imported three hacking tools found in transactions such as FinFisher, Wintego System Ltd, and Intellexa Consortium.
“There is a FinSpy server, FinFisher’s spyware, which is currently active in Indonesia and it was discovered that the server is related to BSSN,” she said.
Wintego System Ltd is a cyber surveillance company from Israel which has domains in Indonesia.
The National Police partnered with Ataka in supplying ‘The Helios Android and Tactical Web Intelligence.’ Then a group of European state companies called the Intellexa Consortium, which produced the invasive spyware.
“Invasive means that he is not only sophisticated (but) we won’t be aware that we are being spied on,” Nurina said.
However, there has been no official explanation from the National Police regarding the alleged import of tapping equipment from Israel.
